2022年(nian)是(shi)國企改(gai)革(ge)(ge)三年(nian)行動的收(shou)官之(zhi)(zhi)年(nian),也是(shi)熱力公(gong)司落實“十四(si)五(wu)”規劃(hua)的攻(gong)堅之(zhi)(zhi)年(nian),更(geng)是(shi)推動公(gong)司高質(zhi)量(liang)發(fa)展(zhan)的關鍵之(zhi)(zhi)年(nian)。公(gong)司深(shen)入學習(xi)貫(guan)徹習(xi)近平(ping)總(zong)書記關于國有(you)企業改(gai)革(ge)(ge)發(fa)展(zhan)和黨的建(jian)設(she)的重(zhong)要論述,堅持“鎖定重(zhong)點、狠(hen)抓收(shou)官、謀(mou)篇布局”原則,聚焦完善公(gong)司治理、三項制度(du)改(gai)革(ge)(ge)、科技創新等重(zhong)點難點改(gai)革(ge)(ge)任務(wu),全力提升發(fa)展(zhan)質(zhi)效,打造智(zhi)慧熱力。
在完善管理機制上下功夫 激發企業新活力
國企改(gai)革(ge)三年(nian)行動實(shi)施以來,熱(re)力公司緊跟集團公司改(gai)革(ge)步伐,不斷探索實(shi)施更加靈活高(gao)效的管(guan)(guan)理機制。修(xiu)訂《“三重一(yi)大”決策制度實(shi)施辦(ban)法(試(shi)行)》《總經理辦(ban)公會(hui)議(yi)事(shi)規則》等一(yi)系(xi)列管(guan)(guan)理制度,細化“三重一(yi)大”決策事(shi)項(xiang),明確黨委前(qian)置(zhi)(zhi)研究(jiu)討論(lun)事(shi)項(xiang)范圍(wei),進(jin)一(yi)步規范前(qian)置(zhi)(zhi)研究(jiu)討論(lun)流程(cheng)。優化部門設置(zhi)(zhi),將原安(an)全與(yu)審計稽(ji)查部劃分(fen)為(wei)安(an)全環保(bao)部和審計稽(ji)查部,構建權責更清(qing)晰的組(zu)織體系(xi)。
持(chi)續推進選人(ren)(ren)、用(yong)人(ren)(ren)、育人(ren)(ren)和(he)考(kao)核激(ji)勵(li)機(ji)(ji)制(zhi)(zhi)改(gai)革。堅持(chi)業(ye)績導向,領導班子成(cheng)員(yuan)60%的(de)年薪(xin)(xin)與年度(du)績效考(kao)核結果(guo)直接掛(gua)鉤,帶頭落實“以業(ye)績定薪(xin)(xin)酬”。中層(ceng)(ceng)(ceng)管(guan)理(li)人(ren)(ren)員(yuan)實施“崗位(wei)聘任制(zhi)(zhi)”,5名同志(zhi)通過競聘走(zou)向中層(ceng)(ceng)(ceng)管(guan)理(li)崗位(wei)。結合(he)產業(ye)工人(ren)(ren)隊(dui)伍改(gai)革,公司進一(yi)(yi)步完善內(nei)部激(ji)勵(li)約束機(ji)(ji)制(zhi)(zhi),評先選優和(he)薪(xin)(xin)酬分(fen)配向一(yi)(yi)線苦臟累崗位(wei)骨(gu)干(gan)職工傾斜,打破(po)收入分(fen)配“大鍋飯”。層(ceng)(ceng)(ceng)層(ceng)(ceng)(ceng)壓實責(ze)任,層(ceng)(ceng)(ceng)層(ceng)(ceng)(ceng)傳導壓力,一(yi)(yi)系列(lie)管(guan)理(li)體制(zhi)(zhi)機(ji)(ji)制(zhi)(zhi)改(gai)革,激(ji)活了改(gai)革發展(zhan)的(de)一(yi)(yi)池春水。
在發展清潔能源上下功夫 打造企業新動力
公(gong)司(si)以(yi)清潔(jie)(jie)低碳路徑引領企業發(fa)展(zhan),進一(yi)步(bu)聚焦主責主業,著力解決熱(re)(re)(re)(re)(re)源(yuan)(yuan)單(dan)一(yi)問題。科學編制并積極落實(shi)公(gong)司(si)“十四(si)五”規劃,大力發(fa)展(zhan)污水源(yuan)(yuan)熱(re)(re)(re)(re)(re)泵(beng)項(xiang)目(mu)(mu)、清潔(jie)(jie)能(neng)源(yuan)(yuan)智慧(hui)供(gong)(gong)(gong)(gong)熱(re)(re)(re)(re)(re)項(xiang)目(mu)(mu),積極推進工業余熱(re)(re)(re)(re)(re)供(gong)(gong)(gong)(gong)熱(re)(re)(re)(re)(re)項(xiang)目(mu)(mu),逐步(bu)形成以(yi)銀(yin)川(chuan)(chuan)熱(re)(re)(re)(re)(re)電熱(re)(re)(re)(re)(re)源(yuan)(yuan)為基礎熱(re)(re)(re)(re)(re)源(yuan)(yuan)、燃氣鍋爐(lu)為調峰(feng)熱(re)(re)(re)(re)(re)源(yuan)(yuan)、其他清潔(jie)(jie)能(neng)源(yuan)(yuan)熱(re)(re)(re)(re)(re)源(yuan)(yuan)為補充熱(re)(re)(re)(re)(re)源(yuan)(yuan)的多熱(re)(re)(re)(re)(re)源(yuan)(yuan)供(gong)(gong)(gong)(gong)熱(re)(re)(re)(re)(re)體系,構(gou)建環(huan)保、安(an)全、穩(wen)定的供(gong)(gong)(gong)(gong)熱(re)(re)(re)(re)(re)格(ge)局。目(mu)(mu)前,污水源(yuan)(yuan)熱(re)(re)(re)(re)(re)泵(beng)項(xiang)目(mu)(mu)已(yi)正式(shi)投(tou)入使用,清潔(jie)(jie)能(neng)源(yuan)(yuan)智慧(hui)供(gong)(gong)(gong)(gong)熱(re)(re)(re)(re)(re)項(xiang)目(mu)(mu)一(yi)期工程已(yi)完成91%。清潔(jie)(jie)能(neng)源(yuan)(yuan)智慧(hui)供(gong)(gong)(gong)(gong)熱(re)(re)(re)(re)(re)項(xiang)目(mu)(mu)建成投(tou)運(yun)后,可(ke)增加供(gong)(gong)(gong)(gong)熱(re)(re)(re)(re)(re)能(neng)力540MW,滿足1000萬平方(fang)米的供(gong)(gong)(gong)(gong)熱(re)(re)(re)(re)(re)需(xu)求,節約標準煤13.9萬噸(dun)/年,減排二氧(yang)(yang)化(hua)碳34.33萬噸(dun)/年,減排二氧(yang)(yang)化(hua)硫2780噸(dun)/年,減排煙塵顆粒物1390噸(dun)/年,實(shi)現熱(re)(re)(re)(re)(re)源(yuan)(yuan)互(hu)(hu)聯、互(hu)(hu)為補充,管網互(hu)(hu)通、互(hu)(hu)為支撐的供(gong)(gong)(gong)(gong)熱(re)(re)(re)(re)(re)體系,將為銀(yin)川(chuan)(chuan)市集中供(gong)(gong)(gong)(gong)熱(re)(re)(re)(re)(re)安(an)全提供(gong)(gong)(gong)(gong)有力保障(zhang)。“綠水青山就是金山銀(yin)山”,公(gong)司(si)用實(shi)際(ji)行(xing)動踐行(xing)“要發(fa)展(zhan)更(geng)要環(huan)保”的理念,積極助力銀(yin)川(chuan)(chuan)市綠色低碳發(fa)展(zhan)。
在推動科技創新上下功夫 挖掘企業新潛力
積極對標國內先(xian)進供(gong)(gong)(gong)(gong)熱(re)(re)企業,探索信(xin)息技術與供(gong)(gong)(gong)(gong)熱(re)(re)技術交叉融合,推動(dong)供(gong)(gong)(gong)(gong)熱(re)(re)工(gong)作智慧化蛻變。公司“牽(qian)手”國內知名信(xin)息企業,打造(zao)了供(gong)(gong)(gong)(gong)熱(re)(re)“超級大腦(nao)”——智慧供(gong)(gong)(gong)(gong)熱(re)(re)一體化管(guan)控平(ping)臺,利用(yong)云計算、大數據、人工(gong)智能等新技術,對供(gong)(gong)(gong)(gong)熱(re)(re)運行參(can)數實(shi)時監測、分析報警、遠程調控,實(shi)現全網平(ping)衡系統自動(dong)調節(jie),有(you)效提升供(gong)(gong)(gong)(gong)熱(re)(re)質(zhi)量(liang)。該平(ping)臺上線后,當(dang)熱(re)(re)用(yong)戶室溫不達(da)標時,系統會自動(dong)調節(jie)流量(liang),達(da)到“按需(xu)供(gong)(gong)(gong)(gong)熱(re)(re)、精準(zhun)供(gong)(gong)(gong)(gong)熱(re)(re)”,避免室溫過(guo)高(gao)或過(guo)低造(zao)成的(de)能源浪費和(he)供(gong)(gong)(gong)(gong)熱(re)(re)質(zhi)量(liang)下降,全面提高(gao)熱(re)(re)用(yong)戶的(de)舒適感。
智慧供(gong)熱管控一體(ti)化(hua)平臺自2021—2022年(nian)度供(gong)暖(nuan)季投運以來,供(gong)熱單耗同比下降(jiang)10%,12345熱線轉辦(ban)投訴同比下降(jiang)18.8%,96000客服呼入(ru)同比下降(jiang)10%,熱用(yong)戶滿(man)意度不斷攀(pan)升。
與(yu)此同時(shi),公司大力(li)開(kai)展(zhan)科(ke)技(ji)(ji)創(chuang)新(xin)(xin)工(gong)(gong)(gong)作。自(zi)治(zhi)區勞動(dong)模范(fan)溫孝斌創(chuang)新(xin)(xin)工(gong)(gong)(gong)作室,圍繞(rao)促進供熱(re)系統精細(xi)化(hua)精準化(hua)節能運(yun)行(xing)、挖掘節能潛力(li)、降低安全(quan)事故率、提高供熱(re)服(fu)務(wu)(wu)質量等一(yi)(yi)系列關鍵生產經營問題,攻關創(chuang)效。工(gong)(gong)(gong)作室先后完成了(le)基于大數據智慧供熱(re)管控一(yi)(yi)體化(hua)探索與(yu)實(shi)踐項(xiang)目(mu)、污(wu)水源熱(re)泵供熱(re)技(ji)(ji)術研(yan)究及應用示范(fan)項(xiang)目(mu)、換熱(re)站節能運(yun)行(xing)技(ji)(ji)術項(xiang)目(mu)、寧(ning)華園二次網平衡項(xiang)目(mu)、換熱(re)半(ban)片氨基磺酸溶液清洗法等5個科(ke)技(ji)(ji)創(chuang)新(xin)(xin)項(xiang)目(mu),獲(huo)得(de)集團公司科(ke)技(ji)(ji)創(chuang)新(xin)(xin)大賽(sai)、“五小”創(chuang)新(xin)(xin)競(jing)賽(sai)獎勵四項(xiang),相(xiang)關論(lun)文(wen)榮獲(huo)第(di)四屆中國供熱(re)學術年(nian)會(hui)(2021)優(you)秀論(lun)文(wen)、優(you)秀論(lun)文(wen)金獎。在(zai)(zai)科(ke)技(ji)(ji)創(chuang)新(xin)(xin)的(de)生動(dong)實(shi)踐中,公司堅持綠色發展(zhan)的(de)理(li)念(nian)更加深(shen)入人心,為(wei)民服(fu)務(wu)(wu)的(de)信念(nian)更加堅定不(bu)移,干部職工(gong)(gong)(gong)在(zai)(zai)一(yi)(yi)批創(chuang)新(xin)(xin)創(chuang)效項(xiang)目(mu)的(de)實(shi)施中得(de)到了(le)鍛煉成長。
