根據自(zi)治(zhi)區(qu)黨(dang)(dang)委(wei)統一部署,2023年3月23日至5月31日,自(zi)治(zhi)區(qu)黨(dang)(dang)委(wei)第(di)(di)九巡(xun)視(shi)(shi)(shi)組(zu)(zu)對(dui)集團公司黨(dang)(dang)委(wei)進行了巡(xun)視(shi)(shi)(shi)。2023年8月15日,第(di)(di)九巡(xun)視(shi)(shi)(shi)組(zu)(zu)向集團公司黨(dang)(dang)委(wei)反饋了巡(xun)視(shi)(shi)(shi)意見(jian)。按照(zhao)巡(xun)視(shi)(shi)(shi)工作要求,現(xian)將巡(xun)視(shi)(shi)(shi)整改進展情況予(yu)以(yi)公布。

一、集(ji)團公司黨委履(lv)行巡視整改主體責任情況

(一)提(ti)高(gao)政治(zhi)站位,統一思想認識。自治(zhi)區(qu)黨委(wei)第九巡視(shi)(shi)(shi)(shi)組(zu)反(fan)饋(kui)意見(jian)后,集團(tuan)公司(si)黨委(wei)高(gao)度重視(shi)(shi)(shi)(shi),切(qie)實負(fu)起整(zheng)(zheng)改(gai)責任,立(li)即召開專題(ti)(ti)會議,原原本(ben)本(ben)傳達學習巡視(shi)(shi)(shi)(shi)反(fan)饋(kui)會議精神,研究部(bu)署(shu)整(zheng)(zheng)改(gai)工(gong)作(zuo),逐條逐項分(fen)析巡視(shi)(shi)(shi)(shi)反(fan)饋(kui)問題(ti)(ti),研究制定整(zheng)(zheng)改(gai)落實方案,針對巡視(shi)(shi)(shi)(shi)反(fan)饋(kui)的(de)4方面(mian)27個問題(ti)(ti),制定整(zheng)(zheng)改(gai)措施115項。同步建立(li)了(le)問題(ti)(ti)清(qing)單、責任清(qing)單、任務清(qing)單,形成(cheng)了(le)分(fen)工(gong)明確(que)、責任清(qing)晰(xi)的(de)整(zheng)(zheng)改(gai)工(gong)作(zuo)體系(xi),確(que)保整(zheng)(zheng)改(gai)工(gong)作(zuo)扎實有(you)力推進。

(二)堅(jian)持以上率下,強(qiang)化責(ze)(ze)任(ren)(ren)(ren)(ren)抓(zhua)整(zheng)(zheng)改(gai)。集團(tuan)公(gong)司(si)(si)黨(dang)(dang)委認真履行(xing)巡視(shi)整(zheng)(zheng)改(gai)主(zhu)(zhu)體責(ze)(ze)任(ren)(ren)(ren)(ren),第一(yi)時間(jian)(jian)成立(li)巡視(shi)整(zheng)(zheng)改(gai)工(gong)作(zuo)(zuo)領(ling)導(dao)小組(zu),全面領(ling)導(dao)推(tui)進巡視(shi)整(zheng)(zheng)改(gai)工(gong)作(zuo)(zuo)。集團(tuan)公(gong)司(si)(si)黨(dang)(dang)委書記作(zuo)(zuo)為第一(yi)責(ze)(ze)任(ren)(ren)(ren)(ren)人,帶頭落實(shi)整(zheng)(zheng)改(gai)要(yao)求,逐一(yi)審查工(gong)作(zuo)(zuo)方(fang)案,主(zhu)(zhu)持召開黨(dang)(dang)委會(hui)、碰頭會(hui)、推(tui)進會(hui)等各(ge)類會(hui)議研(yan)究(jiu)巡視(shi)整(zheng)(zheng)改(gai)工(gong)作(zuo)(zuo)24次(ci),領(ling)辦重難點(dian)問(wen)題12項,先后圍繞“夯實(shi)安全生(sheng)產‘基本盤’有差(cha)距”“巡視(shi)反饋問(wen)題整(zheng)(zheng)改(gai)未清零”等問(wen)題開展現場調研(yan)及督查8次(ci),統(tong)籌協調各(ge)方(fang)力量(liang)資源(yuan)向整(zheng)(zheng)改(gai)落實(shi)發力。其他班子(zi)成員主(zhu)(zhu)動認領(ling)責(ze)(ze)任(ren)(ren)(ren)(ren),切實(shi)履行(xing)“一(yi)崗雙責(ze)(ze)”,牽頭制(zhi)定整(zheng)(zheng)改(gai)措施,帶頭抓(zhua)整(zheng)(zheng)改(gai)落實(shi);各(ge)控股(gu)公(gong)司(si)(si)黨(dang)(dang)組(zu)織(zhi)和本部各(ge)黨(dang)(dang)支部主(zhu)(zhu)動承擔各(ge)自整(zheng)(zheng)改(gai)工(gong)作(zuo)(zuo)主(zhu)(zhu)體責(ze)(ze)任(ren)(ren)(ren)(ren),嚴格(ge)按照集團(tuan)公(gong)司(si)(si)黨(dang)(dang)委整(zheng)(zheng)改(gai)要(yao)求、時間(jian)(jian)節(jie)點(dian),逐條逐項緊(jin)抓(zhua)整(zheng)(zheng)改(gai),以齊抓(zhua)共改(gai)工(gong)作(zuo)(zuo)格(ge)局推(tui)動責(ze)(ze)任(ren)(ren)(ren)(ren)落實(shi)。

(三)堅(jian)持(chi)標本兼(jian)治,持(chi)續鞏固抓(zhua)整(zheng)(zheng)改(gai)。堅(jian)持(chi)抓(zhua)好日(ri)常監(jian)督(du),強化跟蹤(zong)問(wen)效(xiao),嚴(yan)格(ge)落實(shi)(shi)《集(ji)團公司(si)巡視(shi)反饋(kui)(kui)問(wen)題(ti)整(zheng)(zheng)改(gai)督(du)查銷號(hao)制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)》,對(dui)巡視(shi)反饋(kui)(kui)問(wen)題(ti)實(shi)(shi)行(xing)“臺賬(zhang)推(tui)進,銷號(hao)管(guan)理(li)”,嚴(yan)格(ge)審核把(ba)關(guan)。部署開展“三比三促  聚力攻堅(jian)”主題(ti)實(shi)(shi)踐活(huo)動(dong),將問(wen)題(ti)整(zheng)(zheng)改(gai)工作作為(wei)重要內容,列入比促指標,以作風建設成效(xiao)推(tui)動(dong)問(wen)題(ti)整(zheng)(zheng)改(gai)質(zhi)效(xiao)。對(dui)整(zheng)(zheng)改(gai)工作實(shi)(shi)行(xing)“周報告”,從臺賬(zhang)管(guan)理(li)、措施推(tui)進、質(zhi)量把(ba)關(guan)和資料(liao)歸檔等各(ge)環節(jie)全過程進行(xing)跟蹤(zong)督(du)辦,確保高質(zhi)量完(wan)成整(zheng)(zheng)改(gai)銷號(hao)任務。為(wei)防止應付整(zheng)(zheng)改(gai)、表面整(zheng)(zheng)改(gai)及虛(xu)假整(zheng)(zheng)改(gai)現象,集(ji)團公司(si)黨委、紀委不(bu)定期開展督(du)查暗訪,確保整(zheng)(zheng)改(gai)工作取得實(shi)(shi)實(shi)(shi)在在成效(xiao)。針(zhen)對(dui)巡視(shi)反饋(kui)(kui)指出的突(tu)出問(wen)題(ti),深刻剖析制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)性原因(yin),堅(jian)持(chi)破立(li)(li)并(bing)舉、長短結合,固化整(zheng)(zheng)改(gai)成果(guo),著力在建立(li)(li)健全長效(xiao)機制(zhi)(zhi)(zhi)(zhi)上下功夫,修訂制(zhi)(zhi)(zhi)(zhi)定制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)機制(zhi)(zhi)(zhi)(zhi)48項,形成了一批制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)成果(guo),發揮制(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)管(guan)長遠、管(guan)根(gen)本的作用。

二(er)、巡(xun)視反饋問題整(zheng)改落實(shi)情(qing)況

集(ji)團公司黨委認真對照反(fan)饋意(yi)見(jian),以(yi)釘(ding)釘(ding)子(zi)精神(shen)抓(zhua)整(zheng)改(gai),做到以(yi)整(zheng)改(gai)促(cu)提升,以(yi)責(ze)任(ren)促(cu)落(luo)實,以(yi)制度促(cu)保障。截至目(mu)前,巡視(shi)反(fan)饋細化分(fen)解的46個具體問題,已完成(cheng)整(zheng)改(gai)44個,整(zheng)改(gai)完成(cheng)率(lv)95.7%。

一是(shi)嚴(yan)格(ge)干(gan)部(bu)(bu)(bu)選拔(ba)(ba)任用(yong)(yong)。開(kai)展(zhan)不同層(ceng)級學(xue)習培(pei)訓,提(ti)高規范開(kai)展(zhan)選人(ren)(ren)(ren)用(yong)(yong)人(ren)(ren)(ren)工作(zuo)的政治自覺、責任意識和組織人(ren)(ren)(ren)事干(gan)部(bu)(bu)(bu)政策理(li)論水平,干(gan)部(bu)(bu)(bu)選拔(ba)(ba)任用(yong)(yong)工作(zuo)的質量進(jin)(jin)一步提(ti)高。嚴(yan)格(ge)按照《集(ji)(ji)團公司(si)中層(ceng)管(guan)理(li)人(ren)(ren)(ren)員(yuan)選拔(ba)(ba)任用(yong)(yong)管(guan)理(li)辦(ban)法(fa)(fa)》的要求(qiu)選拔(ba)(ba)任用(yong)(yong)干(gan)部(bu)(bu)(bu),集(ji)(ji)團公司(si)紀(ji)委全程參加監督,選拔(ba)(ba)中層(ceng)管(guan)理(li)人(ren)(ren)(ren)員(yuan)6人(ren)(ren)(ren),調整交流9人(ren)(ren)(ren),掛職(zhi)鍛(duan)煉4人(ren)(ren)(ren)。二是(shi)激發人(ren)(ren)(ren)才活力。在(zai)東南大學(xue)舉辦(ban)中高層(ceng)管(guan)理(li)人(ren)(ren)(ren)員(yuan)暨(ji)青年骨干(gan)培(pei)訓班(ban),分層(ceng)次開(kai)展(zhan)專業(ye)化(hua)培(pei)訓97次,持續提(ti)升(sheng)干(gan)部(bu)(bu)(bu)隊伍綜合能(neng)(neng)力。外部(bu)(bu)(bu)引進(jin)(jin)人(ren)(ren)(ren)才4名,招聘高校(xiao)畢業(ye)生(sheng)27名,人(ren)(ren)(ren)才結(jie)構進(jin)(jin)一步優化(hua)。制(zhi)定(ding)(ding)《職(zhi)工職(zhi)業(ye)技(ji)(ji)能(neng)(neng)鑒定(ding)(ding)管(guan)理(li)辦(ban)法(fa)(fa)》,成功申報兩個電力行(xing)業(ye)協會技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才評(ping)價(jia)考(kao)(kao)(kao)點,277名職(zhi)工取(qu)得職(zhi)業(ye)技(ji)(ji)能(neng)(neng)證書,技(ji)(ji)能(neng)(neng)提(ti)升(sheng)培(pei)訓和技(ji)(ji)能(neng)(neng)鑒定(ding)(ding)成效(xiao)(xiao)明(ming)顯(xian)。三(san)是(shi)激勵(li)員(yuan)工干(gan)事創業(ye)。制(zhi)定(ding)(ding)印發《關(guan)于修改部(bu)(bu)(bu)門效(xiao)(xiao)能(neng)(neng)考(kao)(kao)(kao)核(he)管(guan)理(li)辦(ban)法(fa)(fa)的通知》,修訂完善各部(bu)(bu)(bu)門績效(xiao)(xiao)考(kao)(kao)(kao)核(he)辦(ban)法(fa)(fa),明(ming)確了考(kao)(kao)(kao)核(he)任務(wu),各項考(kao)(kao)(kao)核(he)標(biao)準更(geng)加精細。嚴(yan)格(ge)執(zhi)行(xing)效(xiao)(xiao)能(neng)(neng)考(kao)(kao)(kao)核(he)管(guan)理(li)辦(ban)法(fa)(fa),加強對各部(bu)(bu)(bu)門考(kao)(kao)(kao)核(he)結(jie)果的審核(he)把(ba)關(guan),督促指導各部(bu)(bu)(bu)門嚴(yan)格(ge)落實考(kao)(kao)(kao)核(he)職(zhi)責。加強效(xiao)(xiao)能(neng)(neng)考(kao)(kao)(kao)核(he)結(jie)果應(ying)用(yong)(yong),與(yu)評(ping)先選優緊密掛鉤,效(xiao)(xiao)能(neng)(neng)考(kao)(kao)(kao)核(he)第一名被(bei)確定(ding)(ding)為集(ji)(ji)團公司(si)2023年度先進(jin)(jin)單位。

(10)針對“黨(dang)建(jian)工(gong)作存在薄弱環節”問題。

一是(shi)持(chi)續(xu)(xu)提(ti)升基(ji)層(ceng)黨(dang)(dang)(dang)建質量(liang)。深入實(shi)施(shi)(shi)基(ji)層(ceng)黨(dang)(dang)(dang)建提(ti)質增(zeng)(zeng)效“五項行(xing)(xing)動”,持(chi)續(xu)(xu)補短板、強(qiang)弱項、促規(gui)范。常態化在(zai)黨(dang)(dang)(dang)建信息(xi)化平臺(tai)“抽檢”支(zhi)(zhi)部(bu)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo),開展(zhan)按期換屆(jie)專(zhuan)項排(pai)查(cha),對后進(jin)(jin)黨(dang)(dang)(dang)組織(zhi)(zhi)下發督(du)辦通(tong)知、約談提(ti)醒,有力破解個別黨(dang)(dang)(dang)支(zhi)(zhi)部(bu)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)質量(liang)不高(gao)的問(wen)題。實(shi)施(shi)(shi)黨(dang)(dang)(dang)務(wu)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)者能力提(ti)升“登高(gao)計劃”,創新開展(zhan)沙盤推演、黨(dang)(dang)(dang)建品牌(pai)推介等4個黨(dang)(dang)(dang)務(wu)技(ji)能競賽(sai)項目(mu),以黨(dang)(dang)(dang)務(wu)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)者業(ye)務(wu)技(ji)能提(ti)升促進(jin)(jin)黨(dang)(dang)(dang)建工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)質量(liang)提(ti)升。二是(shi)做實(shi)黨(dang)(dang)(dang)組織(zhi)(zhi)評(ping)(ping)(ping)星(xing)定(ding)(ding)(ding)(ding)級(ji)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。制(zhi)定(ding)(ding)(ding)(ding)《黨(dang)(dang)(dang)組織(zhi)(zhi)評(ping)(ping)(ping)星(xing)定(ding)(ding)(ding)(ding)級(ji)實(shi)施(shi)(shi)辦法(fa)》,對評(ping)(ping)(ping)定(ding)(ding)(ding)(ding)內容(rong)、評(ping)(ping)(ping)定(ding)(ding)(ding)(ding)程序、評(ping)(ping)(ping)定(ding)(ding)(ding)(ding)時間及要求(qiu)等進(jin)(jin)行(xing)(xing)規(gui)范,嚴(yan)格督(du)促各級(ji)黨(dang)(dang)(dang)組織(zhi)(zhi)按時規(gui)范做好評(ping)(ping)(ping)星(xing)定(ding)(ding)(ding)(ding)級(ji)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。下發《集團公司(si)2023年度(du)黨(dang)(dang)(dang)組織(zhi)(zhi)書(shu)記(ji)抓(zhua)(zhua)基(ji)層(ceng)黨(dang)(dang)(dang)建述(shu)(shu)職(zhi)評(ping)(ping)(ping)議考(kao)(kao)核和“一把手”述(shu)(shu)責(ze)述(shu)(shu)廉述(shu)(shu)法(fa)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)方案》和《2023年全面從(cong)嚴(yan)治黨(dang)(dang)(dang)考(kao)(kao)核評(ping)(ping)(ping)價清單》,將黨(dang)(dang)(dang)組織(zhi)(zhi)評(ping)(ping)(ping)星(xing)定(ding)(ding)(ding)(ding)級(ji)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)納(na)入黨(dang)(dang)(dang)委(wei)(總支(zhi)(zhi)、支(zhi)(zhi)部(bu))書(shu)記(ji)履行(xing)(xing)全面從(cong)嚴(yan)治黨(dang)(dang)(dang)主體責(ze)任(ren)和抓(zhua)(zhua)基(ji)層(ceng)黨(dang)(dang)(dang)建述(shu)(shu)職(zhi)評(ping)(ping)(ping)議考(kao)(kao)核,并作(zuo)(zuo)(zuo)(zuo)(zuo)為(wei)重要內容(rong)和評(ping)(ping)(ping)先(xian)評(ping)(ping)(ping)優的重要依據,黨(dang)(dang)(dang)組織(zhi)(zhi)書(shu)記(ji)履職(zhi)盡責(ze)意識顯著增(zeng)(zeng)強(qiang)。三是(shi)細化落(luo)實(shi)寧夏國(guo)企(qi)黨(dang)(dang)(dang)建“八大工(gong)程”措施(shi)(shi)。持(chi)續(xu)(xu)對集團公司(si)黨(dang)(dang)(dang)委(wei)貫(guan)徹落(luo)實(shi)國(guo)資(zi)委(wei)“八大工(gong)程”臺(tai)賬進(jin)(jin)行(xing)(xing)更新完善,并嚴(yan)格按照自(zi)治區國(guo)資(zi)委(wei)年度(du)黨(dang)(dang)(dang)建工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)要點和國(guo)資(zi)國(guo)企(qi)系(xi)統作(zuo)(zuo)(zuo)(zuo)(zuo)風整(zheng)治專(zhuan)項行(xing)(xing)動、基(ji)層(ceng)黨(dang)(dang)(dang)建提(ti)質增(zeng)(zeng)效“五項行(xing)(xing)動”等專(zhuan)項工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)文件精神,抓(zhua)(zhua)好黨(dang)(dang)(dang)建工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)任(ren)務(wu)落(luo)實(shi)。

(二)長期整(zheng)改任務采取(qu)的(de)重要舉措和取(qu)得的(de)階段(duan)性(xing)成效(xiao)

目前長期整改尚未銷號的(de)任務有2個(ge),具體(ti)問題(ti)及取得的(de)階段性成效為:

1.針(zhen)對“國有(you)資產管理改革步伐較慢”問題。

一是加(jia)強資(zi)(zi)(zi)產資(zi)(zi)(zi)金管(guan)理,印(yin)發(fa)集(ji)團(tuan)公(gong)司(si)《追繳清欠整(zheng)治(zhi)工作(zuo)(zuo)方案》和《應收(shou)(shou)款項管(guan)理辦(ban)法(fa)》,建立應收(shou)(shou)賬款清收(shou)(shou)臺賬,明確清收(shou)(shou)范圍(wei)及(ji)年度(du)(du)追繳目標,確保(bao)國(guo)有資(zi)(zi)(zi)產安全。二是認真研(yan)究城鎮低(di)效用(yong)地(di)再開發(fa)相(xiang)(xiang)關政(zheng)策,加(jia)大(da)和銀川市政(zheng)府溝通協調力度(du)(du),積(ji)極推進相(xiang)(xiang)關土地(di)的后續開發(fa)利用(yong)。三是加(jia)強電價補貼政(zheng)策研(yan)究,積(ji)極對接電力公(gong)司(si),最大(da)程度(du)(du)爭取支持(chi)。截至2023年末(mo),新能(neng)源(yuan)公(gong)司(si)收(shou)(shou)回10822萬元可再生能(neng)源(yuan)補貼款。四是指導資(zi)(zi)(zi)本控股(gu)公(gong)司(si)在區內開展(zhan)調研(yan),積(ji)極探索新業務。推進深化改革(ge),對現有人員(yuan)進行瘦身和調整(zheng),根據(ju)工作(zuo)(zuo)需(xu)要(yao),保(bao)留了合適員(yuan)工。

2.針對“巡視反(fan)饋問(wen)題整改(gai)未(wei)清零”問(wen)題。

積極與(yu)國(guo)運公(gong)司(si)、國(guo)資委溝通,上(shang)報了《關于(yu)協調解決(jue)銀川(chuan)(chuan)市(shi)廣夏文化(hua)實(shi)業有(you)限公(gong)司(si)文化(hua)街房產(chan)事宜的(de)函》,積極推進解決(jue)銀川(chuan)(chuan)市(shi)廣夏文化(hua)實(shi)業有(you)限公(gong)司(si)文化(hua)街房產(chan)歸屬(shu)問(wen)題。

三、下一步工作打算

集團公(gong)司(si)黨(dang)委清(qing)醒認識到,雖然巡視(shi)整(zheng)改(gai)任務(wu)基本完成,但巡視(shi)整(zheng)改(gai)精神(shen)我們將(jiang)持續(xu)發揚,巡視(shi)中(zhong)揭示的問(wen)題(ti)將(jiang)一(yi)直(zhi)警示我們多方面的工(gong)作(zuo),一(yi)些深層次矛(mao)盾及(ji)體制機制方面的問(wen)題(ti),將(jiang)繼續(xu)在(zai)持續(xu)深化(hua)改(gai)革中(zhong)解決,一(yi)些巡視(shi)要求和好(hao)的工(gong)作(zuo)措(cuo)施,將(jiang)在(zai)今(jin)后的工(gong)作(zuo)中(zhong)長期(qi)堅持。下一(yi)步(bu),集團公(gong)司(si)黨(dang)委將(jiang)在(zai)前(qian)期(qi)工(gong)作(zuo)基礎上,堅持目標(biao)不(bu)變、標(biao)準不(bu)降、力度(du)不(bu)減,扎實(shi)推進后續(xu)整(zheng)改(gai)工(gong)作(zuo),切實(shi)把反(fan)饋問(wen)題(ti)改(gai)徹底(di)、改(gai)到位,把整(zheng)改(gai)成效鞏固好(hao)、延續(xu)好(hao)。

(一(yi))強化(hua)思想(xiang)引領(ling),切實(shi)(shi)提(ti)高政(zheng)治站(zhan)位(wei)。以(yi)巡視整改工作(zuo)為(wei)牽引,以(yi)更高的(de)要(yao)求(qiu)、更嚴的(de)措施、更大(da)的(de)力(li)度,持(chi)續(xu)抓好(hao)學習(xi)貫徹(che)習(xi)近平新時代中國特色社會主義思想(xiang)和(he)黨(dang)的(de)二十(shi)大(da)精神,真正做(zuo)(zuo)到學懂弄通(tong)做(zuo)(zuo)實(shi)(shi)。堅持(chi)完善和(he)堅定落(luo)實(shi)(shi)國有(you)企業維護黨(dang)中央(yang)權威和(he)集(ji)中統(tong)一(yi)領(ling)導的(de)各項制(zhi)度,確保黨(dang)中央(yang)和(he)自(zi)治區黨(dang)委決(jue)策部署(shu)在集(ji)團(tuan)公司一(yi)貫到底。認真落(luo)實(shi)(shi)鞏固主題教育成果長效機制(zhi),扎實(shi)(shi)推進(jin)“大(da)學習(xi)、大(da)討論、大(da)宣傳、大(da)實(shi)(shi)踐”活動(dong),為(wei)持(chi)續(xu)落(luo)實(shi)(shi)巡視整改要(yao)求(qiu)打牢思想(xiang)基礎,為(wei)推動(dong)集(ji)團(tuan)公司事業發展提(ti)供不竭動(dong)力(li)源泉。

(二)強化責(ze)任落實(shi),抓(zhua)好(hao)后續(xu)整(zheng)(zheng)改(gai)工(gong)作。堅(jian)持(chi)從講政(zheng)治的(de)高度(du)把巡視(shi)整(zheng)(zheng)改(gai)工(gong)作擺在(zai)更加突(tu)出(chu)位置,把持(chi)續(xu)抓(zhua)好(hao)巡視(shi)整(zheng)(zheng)改(gai)落實(shi)作為“四個(ge)意識”牢不牢、“四個(ge)自信”堅(jian)不堅(jian)定和政(zheng)治立場、黨性覺悟的(de)重大考驗,以“釘(ding)釘(ding)子”精神抓(zhua)好(hao)后續(xu)整(zheng)(zheng)改(gai)工(gong)作,真正做(zuo)到解決(jue)一(yi)個(ge)問(wen)題(ti),堵塞(sai)一(yi)批漏洞,完善一(yi)套制(zhi)度(du),不斷深化擴大巡視(shi)整(zheng)(zheng)改(gai)成果(guo)。對(dui)取(qu)得階(jie)段性整(zheng)(zheng)改(gai)成果(guo)的(de)整(zheng)(zheng)改(gai)事項和基本整(zheng)(zheng)改(gai)到位的(de)具體問(wen)題(ti),適(shi)時組織“回頭(tou)看”,堅(jian)決(jue)防止“一(yi)陣風”“走過場”,堅(jian)決(jue)防止整(zheng)(zheng)改(gai)過后又反(fan)彈回潮。對(dui)分(fen)步推進(jin)(jin)和長期堅(jian)持(chi)的(de)整(zheng)(zheng)改(gai)任務,持(chi)續(xu)跟(gen)蹤督辦,定期了解進(jin)(jin)度(du),有序推進(jin)(jin)整(zheng)(zheng)改(gai)。對(dui)整(zheng)(zheng)改(gai)工(gong)作滯(zhi)后、效(xiao)果(guo)不好(hao)的(de),及時分(fen)析原(yuan)因(yin)、改(gai)進(jin)(jin)方法(fa),對(dui)相關(guan)責(ze)任人進(jin)(jin)行約談(tan)和問(wen)責(ze),確保(bao)問(wen)題(ti)清零見底(di)。

(三(san))堅持(chi)求實求效(xiao),全力推(tui)動(dong)改革發(fa)(fa)展(zhan)(zhan)。全面總結巡(xun)視(shi)反饋意(yi)見(jian)整改落實工(gong)(gong)作中的好(hao)經驗(yan)、好(hao)做法(fa),把(ba)巡(xun)視(shi)整改的成果轉化為改進作風(feng)、干(gan)事創業的強大動(dong)力。強化巡(xun)視(shi)成果運(yun)用(yong),將整改工(gong)(gong)作與全面落實集團公(gong)司“13456”發(fa)(fa)展(zhan)(zhan)戰略(lve)緊密(mi)結合(he),與集團公(gong)司年度重點工(gong)(gong)作目標任務緊密(mi)結合(he),與全面建(jian)設一流企業緊密(mi)結合(he),以企業發(fa)(fa)展(zhan)(zhan)實績(ji)來(lai)檢驗(yan)整改工(gong)(gong)作實效(xiao)。持(chi)續鞏固提(ti)升巡(xun)視(shi)整改以來(lai)形成的良好(hao)發(fa)(fa)展(zhan)(zhan)氛圍和強大共識合(he)力,進一步理清(qing)發(fa)(fa)展(zhan)(zhan)思路,抓好(hao)主業,提(ti)質增(zeng)效(xiao),以更(geng)加(jia)奮發(fa)(fa)有為的精(jing)神狀(zhuang)態,推(tui)動(dong)集團各項(xiang)工(gong)(gong)作科學發(fa)(fa)展(zhan)(zhan),為實現國(guo)有資產保值增(zeng)值,為全面建(jian)設社會主義現代化美麗新寧(ning)夏貢獻電投力量。
